Board of Directors

Our Board of Directors provides governance and strategic guidance for BC Clinical and Support Services. The Board of Directors works with the Executive Team to review long-term goals and establish overall strategic direction.

Rick Roger

Board Chair

Rick Roger is a semi-retired health service executive and a volunteer with local, provincial and national bodies. He is the former Chief Executive Officer of the Vancouver Island Health Authority, the Capital Health Region in Victoria and the Vancouver/Richmond Health Board. His background includes experience as the Associate Deputy Minister of Health in Saskatchewan and in a variety of health planning performance management, quality improvement and finance roles. Mr. Roger sat on the Board of WorkSafeBC as a public interest representative, completing his term in early 2015 as Board Vice Chair.

Term of appointment: April 1, 2016 – April 1, 2019

Barbara Buchanan

Barbara Buchanan served as Program Manager at the Occupational Health and Safety Agency for Health Care in BC, the Manager of Occupational Health and Safety for KODAK (previously Creo), and the British Columbia Institute of Technology. Ms. Buchanan’s board experience includes the College of Optometrists of BC, the Vancouver School Board (as Trustee and Chair), the Vancouver Symphony, and the American Industrial Hygiene Association. Ms. Buchanan holds her Bachelor of Science in Chemistry from Brock University and a Certificate in Management Excellence from the Sauder School of Business at UBC.

Jim Dutton

Jim Dutton is a retired cardiovascular and thoracic surgeon who practiced in Victoria from 1978 to 2006. He was Chief of Cardiac Surgery and the Medical Director of Heart Health, Vancouver Island, and a past president of the Canadian Society of Cardiac Surgeons. Dr. Dutton is a Fellow of the Royal Canadian, American and International Colleges of Surgery, and a proud member of the International Physicians for the Prevention of Nuclear War, whose 135,000 members were awarded the Nobel Prize for Peace in 1985.  A graduate of the University of Alberta and McGill University he holds an MD with distinction and an MSc in Experimental Surgery. Dr. Dutton has also been a lecturer and clinical advisor for the Island Medical Program at the University of Victoria.  Among his many awards are a Lifetime Service Award from the First Open Heart Society of British Columbia and the Queen Elizabeth II Golden Jubilee Medal. Dr. Dutton served as Physician to Queen Elizabeth and Prince Philip during the Royal Couple’s visits to Victoria in 1987, 1994 and 2002.

Peter Leighton

Peter Leighton is the Chief Operating Officer at RE Royalties Ltd, a privately held, globally focused, renewable energy financing company. Mr. Leighton has over 25 years of executive leadership experience in many facets of the energy industry including eight years as the Chief Financial Officer and subsequently, the Chief Operating Officer of Accenture Business Services for Utilities, a global back office and technology services outsourcing firm. Mr. Leighton has served on the Board of a number of non-profit organizations and was a member of the HSSBC Management Board as well as the predecessor SSO Board commencing with its inception in 2008. Mr. Leighton holds his Bachelor of Science (Honours) from Queen's University and his Master of Business Administration from UBC.

Term of appointment: December 22, 2016 – December 31, 2018

Erwin J. Malzer

Erwin J. Malzer is the former Business Consulting Services Partner for IBM, Vancouver and recently completed a twelve year tenure (two years as Chair) with Interior Health Authority. He was a Partner with PricewaterhouseCoopers (Vancouver), Partner with Coopers & Lybrand (Winnipeg) and the Founding and Managing Partner at Malzer & Assoc. Ltd. Mr. Malzer has been involved with numerous corporate and community organizations in a variety of board capacities. Mr. Malzer has his Bachelor of Commerce and MBA from the University of Manitoba. He also has his CMC and FCMC as well as his ICD.D designation granted by the Institute of Corporate Directors.

Jay Norton

Jay Norton is a Chartered Professional Accountant and a Certified Aboriginal Financial Manager operating as J.R. Norton Inc. in Qualicum Beach, BC. Mr. Norton recently sold his partnership at McIntosh, Norton Williams where he contributed nearly 30 years of service.  McIntosh, Norton Williams is auditor for the Nuu-chah-nulth Tribal Council, six First Nations and their related entities. Jay received his CGA designation in 1982 and was a member of the CGABC Board of Governors for ten years. He has been involved with strategic management planning for fifteen years, both as a participant and a facilitator. In 1993, he was awarded a Fellowship by CGA Canada for his outstanding contribution to accounting.

David Owen

David Owen is a Consultant Pathologist at Vancouver General Hospital and Professor of Pathology and Laboratory Medicine at the University of British Columbia. Previously, Dr. Owen was an assistant professor at the University of Manitoba for the department of pathology, and a lecturer for the Saint Thomas’ Hospital Medical School at the University of London, England. Dr. Owen is an Editorial Board Member for the Modern Pathology Journal, a past member of the BC Ministry of Health GI Protocol Committee, a former director (Western Canada) for the Canadian Tumor Reference Centre, past President of the GI Pathology Society and Chair for the Royal College of Physicians and Surgeons. Dr. Owen received his medical education at the Welsh National School of Medicine in Cardiff, Wales.

Richard Swift, Q.C.

Richard Swift, Q.C., is the managing partner of Swift Datoo Law Corporation, in Courtenay. He is currently the Chair of the Patient Care Quality Review Board for Island Health, and a member of the Consumer Council to the Board of the Ombudsman for Banking Services and Investments (OBSI). He is a former Chair of the Board of Governors of BCIT, and was one of the founding directors, and a Vice Chair, of the B.C. Land Title and Survey Authority. Mr. Swift obtained his undergraduate degree from SFU, and a law degree from UBC. A practising lawyer for more than forty years, he was awarded his Queen’s Counsel designation in 1989.
